Phil Brigstock: Co-founder
Phil Brigstock is Co-Founder of Supply Chain Partners and a senior customs and international trade compliance specialist with over three decades of experience spanning technical, operational, advisory and strategic leadership roles. He combines deep technical expertise with pragmatic business acumen, built across both global professional services firms and in-house corporate environments, and is known for building high-performing teams, designing compliance frameworks and driving customs process improvements that align with commercial objectives and regulatory requirements.
Phil’s foundations were built over more than a decade in professional services, beginning as a Business Tax Officer with the Inland Revenue before joining PricewaterhouseCoopers in 1988, where he spent 12 years as a Customs Consultant and Senior Manager in Customs and International Trade. He moved to Ernst & Young in 2000 as Senior Manager, Customs and International Trade, before founding Quadrel Limited in 2004, which he led for 17 years as a specialist customs duty compliance and planning adviser to global businesses. During this period he served as Consultant Editor for De Voil Customs Commentary and as a contributor to LexisNexis’ Indirect Tax Service, and acted as an adviser to HMRC and to the BBC on customs origin fraud.
In 2021, Phil joined Costa Limited, where he established and led the Global Customs and International Trade Compliance Team from inception to a team of eight, until July 2025. In this role he directed customs duties sub-certification compliance for Costa’s SAO arrangements, served as Compliance Officer for EUDR and led sanctions compliance implementation, including developing operational risk management processes for business interests in regions neighbouring Russia. He also played a key operational role in coordinating customs and trade compliance for the movement of Costa people, products and plant to and from the 2024 Paris Olympics, and developed customs KPIs for use in customs broker contracts — a control commonly absent from such agreements.
Across his career, Phil has fulfilled fixed-term advisory contracts with major companies in the publishing, life sciences, retail, communications, beverage and aerospace sectors, providing expert customs duty compliance and strategic planning advice that addressed complex regulatory requirements for multinational corporations. He has supported businesses navigating the customs compliance challenges arising from Brexit and contributes further to the profession as a member of the National Council for the Chartered Institute of Export & International Trade and as an examiner for the Chartered Institute of Taxation. In January 2026 he co-founded Supply Chain Partners.
Phil holds the Approved Customs Practitioner award from the Chartered Institute of Export & International Trade, a Post Masters Diploma in EU Customs Law from the European Fiscal Studies Foundation at the University of Erasmus, Rotterdam, an MBA from Open Business School and an MA from King’s College, University of London. He is a Fellow of the Chartered Institute of Taxation and a Graduate Member of the Chartered Institute of Export & International Trade.
